Not exactly. It's because US $100 bills are overwhelmingly used as means to store wealth by instititutions and individuals overseas. (1) foreign governments need a sound currency to back their own currency, and (2) individuals overseas don't trust the banks in their country.
This Planet Money episode discusses how the Federal Reserve estimated that about 2/3rds of hundos in circulation are held overseas.
