There are higher amounts of androgenic hormones (and more sensitivity by the responding cells) in this population than others.

I think to assess the behaviors of the lower classes we must look to the history of this country. Enslavement and post enslavement, people of color have been victimized by extreme bigotry and cruelty that is still alive and well today. The effect this has had on family structure, earning capacity, access to basic human needs, and cultural attitude is significant. To hold a different standard as you say is to comprehend the origins of the problem... But this is not enough. Only when we change the tenets and the very fabric of human interaction will the standards (expectations) become reasonably equitable. What I am proposing is a departure from lazy thinking - an enlightened mending of fences. It can begin in your own home - in the way you teach your children. In the interim, legal and social standards must be enforced without prejudice - that is - all citizens of this country must be targeted, tried, and rehabilitated with equal measure, and basic access must be made available despite the stereotypes held by the decision making bodies and their representatives.

I read an account (presumably based on valid research) that showed black men do not in fact have larger penises on average. So I guess that's just another lazy brain stereotype.
The muscular quality you refer to may be attributable to careers that work the body more than they do mental acuity - this is a poverty issue and is rooted in lack of access to education and the job market in a still-bigoted market.
