From what I have read they just chased him because he ran and they weren't actually looking for him.
Is it within police rights to track someone down because they run? Or is this a case of racial profiling?
Not entirely correct.
Even though he was yelling, he was fine while being detained and definitely did not have the injury when he was being guided into the van. Something happened on the ride to the police station that caused the severed spine. Most likely scenario was a "rough ride", which is a tactic that police have used for a long, long time.
Also, not condoning anything here, and not saying this should matter in detaining this guy, but he had been arrested 20 times before this arrest. It's definitely not out of the question he was dealing, or doing something he shouldn't have been doing, and they chased him down.
