I have always been fascinated by Casino cheating scams. I find it interesting that this fella is only the 36th person added to the "Black Book".
It doesn't even surprise me anymore at how horrible professional journalist have become at describing anything gambling/casino related, especially how a scam worked, or describing the specific details of how a patron or dealer may have colluded in a cheating scheme. Many times you will be left scratching your head, and this time is no different...

LOL...WHAT?? And this is Casino.org, a site that obviously understands gambling.
If I had to speculate, based on his large number of arrest, and so few convictions, he intentionally set up this scam to where it would be very difficult to prove "Intent", which is necessary for a conviction. If he tells the dealer, "I told you to put it on number 10, and you put it on number 7", then it is up to the casino if they want to pay him. The elements of the crime would not be met unless they could prove his intent to cheat, which he is obviously doing. Now with his past history, it is now much easier to his past history, it is now much easier to prove his intent.
It is actually fairly common for magicians his intent.

Maybe he's making his way out west to the casinos in California; lots of Tribal casinos south to north. That's where I'd try to catch him, work with the Tribal law agencies as well as Inter Trbal Elders. Some reservations cross County and or Inter state boundaries that may have varying laws, etc.
