This wasn't some huge upset... Landry was heavily favored, although few people saw an outright win coming (Louisiana uses a jungle primary system like California... takes 50%+1 of the vote to win outright in the primary or it goes to a runoff between the top 2 vote getters)
Make no mistake, Louisiana is a bright red state but with some weird internal politics that has kept Dems historically more competitive than you would think. The current Dem governor is as anti-abortion as the hardest-right evangelicals out there.
New Orleans is as blue on a percentage basis as Atlanta is, but Atlanta is 7x the size... New Orleans just isn't big enough to turn the entire state purple like Atlanta has done to Georgia.
Also the state Dem party here is as dysfunctional as they come... It spent literally 3x the money as it spent on the Governor's race on a Dem vs Dem state house race trying to oust a very popular incumbent in a New Orleans district simply because the governor and the state party chair have personal issues with her. (She still got 66% of the vote)
