It was a ransom, just a more complex one than usual.
Yes, the US owed them the money from a dispute dating back to 1979, via a weird form of binding arbitration, so those defending Obama claim that this $400 million payment was part of that, and the hostage release was coincidental (or a cleverly timed ruse by Iran to make themselves look strong).
However, there's the question of how the US could have been forced to make any payment to Iran even if the arbitrator ruled against the US, but let's put that aside.
At the very least, this makes Obama look incompetent and the US look foolish.
It has been acknowledged that the hostages were released on the same day the $400 million was received, and that Iranian officials have been describing it as a ransom payment to the Iranian press.
So basically Iran wanted to look strong by puffing out their chest and bragging that they forced the US to cough up $400 million to them to get 4 people back.
And the US ended up looking weak and foolish for having made the payment -- even if the payment was unrelated to the hostages, due to the timing of their release and the subsequent reports by Iran.
First off, there's no chance that the two were unrelated. It's possible that the hostages were a "throw in" to a deal the US would have made anyway. Or, as suggested in the article, perhaps Obama felt that getting the hostages back (in exchange for a payment they would have made even if they didn't exist) would be a net win for the US and make him look like a great problem solver.
The problem is that he was wrong. Either way, he looked like a fool, and Iranian officials have been clowning him ever since.
A smart negotiator on the US side would have realized that tying the hostage release directly to the payment (which is inevitable if they are released ON THE SAME DAY) would be a disaster for PR reasons -- making Iran look strong and the US look weak.
They should have demanded the hostage release first, with the agreement to start sending the money a few months later. And at the very least, there should have been an agreement that no Iranian officials would take credit for it being a ransom payment, and that any media reports claiming so would be corrected by high-ranking Iranian officials.
Since the $400m was a partial payment on a $1.7 billion settlement agreed to by the US, the US definitely had leverage in case Iran were to go back on the above.
Instead, like naive fools, they thought they were geniuses by getting the hostages back on the day payment was received, and somehow believed that this wouldn't be misconstrued by citizens in BOTH countries as a ransom payment.
Now the Iranian people believe that their country is standing up to the US, and did so successfully, thus increasing public sentiment to both take more hostages for ransom AND stand up to the US on other matters.
The US people feel demoralized and suspect that their own government is incentivizing hostage taking.
And other bad acting countries and groups are probably taking note of this, perhaps being more likely to take US hostages, hoping for a similar payment.
Disaster.
Also, one would have to be a fool to believe that the hostages played NO part in this. I believe the story that the payment wasn't JUST for hostages, but it gave Iran an extra bargaining chip, and gave the US much more of a push to settle the 37-year-old dispute now. The two were clearly tied together, and that's why the first payment and the hostage release occurred on the same day.
Also, LOL @ the US paying in foreign currency because there's a law on the books forbidding the US from giving Iran dollars. That's pretty much breaking the entire spirit of that law in the first place.
