I received an email detailing a PayPal class action settlement regarding closed and suspended accounts dating up to November 2015.

a) Is this related to the PayPal troubles Druff and others were having in recent months in any way?
b) Does this mean it is safe for poker players and anyone associated with them to use their PP accounts freely now?
I get more phishing scam emails from scammers trying to pretend to be Paypal than from all others combined.

My two account closures occurred in 2016 (after the date of the settlement), yet they are doing the same crap with holding my money hostage for 6 months.
Their stated reason is to give people affected by fraud a chance to charge back, but that's ridiculous because they are not accusing me of fraud -- only "gambling".
