That part of France (the French Riviera) is also where a lot of French go for summer holiday, which by law is a whole month off. So this might have been planned to specifically hurt French nationals versus tourists.

Since other recent French terror attacks have occurred in Paris, I wanted to point out that this was far from Paris, both geographically and culturally.
