I've been to Nice, France about 21 or 22 years ago and it's certainly a shit hole. I didn't get robbed but several panhandlers came up to the people I was with (class trip) and freaked us out.
We stayed at the most disgusting hotel room I've ever been in my life full of cum stains on the floor,etc.. The room cleaner left it unlocked after they came in to replenish towels,etc...
Luckily nothing was stolen but still I couldn't wait to get the fuck out of that city.
Edit: In reference to the comment it was in mid to late June, 1995. I flew into JFK then from JFK to Paris on TWA. About 1 year and a month later is when TWA Flight 800 happened (JFK to Paris) that crashed into the Atlantic Ocean shortly after take off. I remember when this happened and thinking wow considering it was the airline, airport, and destination of my flight just the previous year.

When I visited Paris and then traveled through the rest of France, I noticed a lot of these differences myself.

The "south of France" has been a catchphrase for years. Better weather presumably, close to Monaco, but not as high falutin as Paris I'm sure. I had a relative visit the area and shithole never came into the conversation.
