Don't know what the current proposed labor law changes are, but it's a good bet that France's labor laws are still quite fucked up for employers.
From what a French friend of mine a few years back explained, full-time employees have contracts that make it very hard to fire people for poor performance. So, a lot of companies play games with whether someone has a contract or not to avoid facing that constraint, or just hire people off the books.
For example, this French friend a few years back once worked for about four years as a teacher for a private school in Paris without a contract. The school kept promising to make her full-time, but never came through. She ended up suing the school through France's equivalent of the Dept of Labor, but ended up getting nothing out of it. Prolly because she brought the suit during Sarkozy's administration, which was conservative and hostile to the labor laws in place.
